Dependency Management (Governance)

Require that every API declares the upstream services, libraries, and other APIs it depends on, and keeps that list current as part of its governance record. I care about this because APIs never stand alone, and a change three hops away can quietly break something we own without anyone connecting the dots. When dependencies are tracked, we can reason about blast radius, plan migrations, and answer the question "what breaks if this goes away" before it becomes an incident. I would rather map these relationships on purpose than rediscover them at two in the morning.
